1, INTRODUCTION:

The reality of Balaguer and the socioeconomic system, direct to the
individuals to stagnate in a routine and limited social relations. The
average ones not to stagnate in many occasions are, but the fact to
comprise of a productive system and established consumption, limits
the people to background at the time of the social decisions. Not to
be able to choose a profession but to adapt to her, the lack of spaces
public by the personal necessities, not to be able to have some
services because of economic deficiencies, repressing the restlessness
because of not finding an organization or people to carry out them; he
has motivated to us to start up an initiative for the town.

A few young people of Balaguer we have decided to elaborate this
project, after seeing that in this town the main intention of the city
council and institutions you vary is, simply conform spaces or actions
faced the masses, understood like a great consumer, not like sum of
human people. We are conscious of some nonlucrative, existing projects
to the population, by the social and personal improvement of some
individuals, which we thought that they do not have total opening to
all the classes of people of the town and that by means of the
coordination among others they could improve its purposes.

For that reason we elaborated this project, without pretensions of
being only and inmodificable, but that is adapted to the existing
realities, considering the previous work that has been made. The
objective of the project is the dinamización of the citizenship of
Balaguer and the social transformation, by means of the creation of a
space to create a fan of initiatives and activities adapted to all the
groups of people of Balaguer, created by them.


* This project has taken the name of Ateneu, to say to him somehow,
for example: house of the town, civic, Athenian center, country place,
social center, etc. The name we want that it is chosen between all so
that we like in all, since this one is a project of all and for all
those that they want to participate constructively. *

2. Bases:

2.1. What is what can be the Athenian?

☼ It is a project that tries the local emancipation, social, personal,
cultural... of the individuals that forms it, before the lack of
intentionality of the public institutions. Obtaining the relation, the
self-sufficiency, the participation and the breakage of barriers
between sexes, urban cultures, ethnic groups, tribes and ages.

☼ Let us create in the “autogestión” and the autonomy of the people,
understanding that the economic, intellectual or physical resources
are not a tie to be made like person.

☼ To offer healthful and healthy alternatives the personal use and to
enjoy the time of the people.

☼ All the opinions will be tolerated and behaviors, whenever he is
respectful and constructive, also we positioned ourselves in against

behavior on the others. We want to be open to diverse opinions within
same coexistence. We understand that all we are town, and that all we
walked together, but in different directions.

and arms. Also it opposes in the concepts and authoritarian structures
that put to human beings under the obedience and the jurisdiction of

4, Methodology:

4.1. Physical spaces:

A good way to manage the space within the Athenian is the division of
the different rooms and corners according to the priorities of the
